Rachel Marquardt is a Deputy Counsel. She joined Office of the General Counsel in May 2023 and focuses on research advising and contracts, immigration, and public records.  

Prior to joining OGC, Rachel was Senior Counsel at ACT, Inc. While at ACT, she advised the company on a broad array of topics related to education and corporate law, including consumer litigation and arbitration, test security, disability accommodations, and employment. She worked in private practice in Iowa prior to joining ACT.

Marquardt obtained her J.D. from the University of Iowa College of Law. She obtained a B.A. from Luther College and a M.P.H from the University of Iowa College of Public Health.
