Kelsey Shust
Kelsey Shust serves as a deputy counsel at the University of Iowa’s Office of the General Counsel. She advises partners in athletics, campus safety, civil rights compliance, information security and policy, student affairs, and others. Her role often involves advising stakeholders in decision-making, conducting research, and providing training and other timely support to mitigate institutional risks.
Previously, Kelsey practiced at the law firm Covington & Burling in Washington, D.C. Her focus there involved government contracting and gaming-related regulatory practices. She also worked on administrative disputes, along with pro bono civil rights and habeas matters. Kelsey began her legal career as an attorney in the U.S. Air Force Judge Advocate General’s Corps. She litigated criminal matters across the country through sequential roles as a military prosecutor, defense counsel, and appellate counsel. Kelsey also had the privilege of advising commanding officers, servicemembers, and other members of the Corps.
Kelsey is a graduate of the University of Iowa, earning her bachelor’s degree in journalism and mass communication, as well as political science. She earned her law degree from the Northwestern Pritzker School of Law. Kelsey is admitted to practice in Iowa and the District of Columbia, along with the Air Force Court of Criminal Appeals and the Court of Appeals for the Armed Forces.
